Periódico Granma con el discurso de Raúl Castro ante la Asamblea Nacional

El discurso del Presidente del Consejo de Estado de Cuba ha sido un rosario de malas noticias para los cubanos y cubanas: “El año 2010 será difícil y se mantendrán las restricciones financieras derivadas de la crisis.”
“Se han reducido las retenciones de pago en más de un tercio”. Nada más, al terminar un año en que se congelaron las cuentas de las empresas extranjeras.
Para el resto de los dos tercios de socios hay también malas noticias: se honrarán los compromisos hasta el último centavo, pero “en correspondencia con las posibilidades de la economía.” La misma que está colapsada de productividad, eficiencia y liquidez.
La solución de sustituir las importaciones con producciones nacionales son solo “a mediano plazo”, esto significa comúnmente entre 3 y cinco años o más. Otra: la introducción de nuevos impuestos, “herramienta a la que tendremos que habituarnos en poco tiempo.” Mediano plazo para aquello, en poco tiempo esto.
“Dificultades y manifestaciones de favoritismo” en la distribución de tierras en usufructo, son igualmente reconocidas. Solo se han podido repartir el 54 % de estas tierras ociosas prestadas. La propuesta para “reorientar la fuerza de trabajo excesiva en sectores presupuestados y empresarial” es precisamente el desmonte de estas tierras ociosas llenas de marabú.
“Bajo nivel de productividad existente” y “el tema del empleo” será una de las prioridades del próximo año. Esto acompañado de que “en la mayoría de los casos los resultados han estado lejos de las expectativas que esperábamos, en primer lugar, por factores subjetivos, entre ellos desorganización y la resistencia pasiva de los cuadros intermedios a cambiar de mentalidad, que sabemos es lo más difícil.” ¿Esto se podrá cambiar para el año que viene o será también a mediano o largo plazo?
Parece ser que las fechas significativas para estar con la familia y descansar serán otra vez erradicadas del calendario feriado en sectores como las construcción haciendo referencia a la zafra azucarera: “Se mantuvo la perniciosa práctica de pases masivos de los constructores en fechas significativas como fin de año, El Día de las Madres, el 26 de julio y los carnavales…”. ¿Se acuerdan cuando se abolió el feriado de la Navidad en 1969 por razones de la zafra?
Algo bueno y malo: “Estoy convencido de que no hay malos colectivos, en todo caso, jefes no convencidos ni comprometidos con el papel que les corresponde.” “Ha habido un deficiente trabajo con la masa de constructores, no se les ha razonado oportunamente y con la debida profundidad, no se han atendido con prontitud sus planteamientos y tampoco solucionado buena parte de sus problemas. No nos llamemos al autoengaño, es necesario romper la barrera psicológica que nos impide avanzar en esta y en otras áreas de nuestro quehacer cotidiano…”. No olvidar que esto se dice a 51 años de tiempo para rectificación de estos y otros errores. ¿Por qué pensar que se van a remediar en 2010, en dos años o a mediano plazo?
A los diputados que tuvieron la honestidad de plantear dudas en cuanto a la velocidad y profundidad de los cambios que tenemos que introducir en el funcionamiento de la economía en aras del fortalecimiento de nuestra sociedad socialista…” El general presidente expresó textualmente: “En este sentido, me limito, por ahora, a expresar que, en la actualización (sic) del modelo económico cubano,… no puede haber espacio para la improvisación y el apresuramiento.”
Queda claro que no podemos enterarnos de todo, que solo se trata de una actualización del mismo modelo cubano, y de que, ni siquiera eso, que se ha intentado hacer muchas veces en 50 años, será rápido.
En cuanto a la cuestión racial y de género, dijo que “personalmente considero que es una vergüenza el insuficiente avance en esta materia en 50 años de Revolución”
Es justo decir que, no obstante todo lo anterior, algo bueno se declaró: una vez más la disposición a mejorar las relaciones con Estados Unidos. Sin embargo por ninguna parte escuché ni leí que había la misma intención de mejorar las relaciones con las personas diferentes dentro del propio pueblo cubano.
¿Cómo se puede estar dispuesto a normalizar las relaciones con los adversarios históricos y no se admita el más mínimo diálogo con los compatriotas que piensan y actúan diferente?
Nada o casi nada en este discurso de fin de año alimenta la esperanza. ¿O quizás sea el todo lo que sí la aliente?
