Cuba vive el momento más crítico de las últimas décadas. Veinte años después de la transición hacia la democracia en países de Europa y Asia, aún Cuba se debate entre el inmovilismo de sus gobernantes y la pujante emergencia de la sociedad civil libre.
El proyecto político del comunismo está agotado aquí, como en todo el mundo. La economía cubana está en colapso por el bloqueo que tiene el sistema sobre la iniciativa emprendedora y productiva de los ciudadanos. La sociedad vive una profunda y dolorosa división entre los que piensan de una forma o de otra; entre los que viven en la Isla y en el Exilio; entre los que usan la violencia y los que la sufren; entre los pocos que tienen acceso a los recursos y los que sobreviven en la necesidad. La verdadera cultura cubana es rica y diversa, pero está igualmente censurada por razones ideológicas. Y cuando se reprimen la libertad de creación y de expresión se sojuzga el alma de la nación y se provoca el mayor daño antropológico que pueda sufrir la persona humana.
Sin embargo, Cuba, los cubanos de aquí y de la Diáspora, tiene una inmensa riqueza en su gente, en su pueblo: Lo podemos constatar en la creación cultural libre que se alza sobre la censura. Vemos con esperanza que la iniciativa privada y comunitaria de los ciudadanos empuja por emerger y será la garantía de la reconstrucción económica del País. La red de la sociedad civil cubana crece, se teje con minuciosa creatividad y audacia en una convivencia sin exclusiones. Y varios grupos de cubanos y cubanas piensan, diseñan y concretan diversos proyectos políticos para aportar a la democracia cuando amanezca. En esto se fundamenta nuestra esperanza y nuestra confianza en la capacidad del pueblo cubano.
Al fin, parece ser que la comunidad internacional y la opinión pública en no pocos países, escuchan el viejo clamor de la Cuba real que, durante 50 años, ha sido distorsionado por los cantos de sirena de la Cuba virtual. Ha hecho falta el sacrificio de uno de nuestros mártires contemporáneos, Orlando Zapata Tamayo, para dejar atrás ese largo camino en que nadie escuchaba, o casi nadie.
Usted, Excelencia, es una de esas personas que siempre ha estado atento a las verdaderas voces del pueblo cubano, por eso le agradecemos y deseamos dirigirnos a Usted para rogarle que transmita a sus colegas y a todos los que participan en ese encuentro, y en los sucesivos, nuestra gratitud por todo lo que hacen por la libertad, por el respeto irrestricto de los Derechos Humanos y por el cambio gradual y pacífico hacia la democracia en Cuba.
El momento que vivimos es una mezcla, como intentamos comunicarle, de sufrimientos y esperanzas. Si el gobierno cubano no abre la puerta al cambio empujará desgraciadamente hacia la violencia que nadie desea ni aquí ni fuera de Cuba. En esta hora crítica y luminosa, la comunidad internacional podría escuchar el clamor del pueblo cubano que se resume en una sencilla demanda: Queremos para Cuba los mismos derechos y deberes y la misma libertad y responsabilidad que desean todos los demócratas del mundo para sus respectivos países. ¿Por qué Cuba tendría que ser la excepción si culturalmente estamos enraizados en el fiel de América y en el corazón del mundo occidental?

the short answer, JD, is- you are right on my point about the hyscprioy is that this was almost a one-off, unique decision the Americans made (i.e. the embargo), after the Cubans decided to take charge of their own affairs- which meant nationalising the banks and a number of other American, Canadian and European assets. Maybe a better term for the American attitude would be vengeful or vindictive. The Canadians, British and European states accepted the Cubans’ right to determine their own political and economic future, the Americans never did.I regard the Cuban politique as somewhere between dictatorship and democracy but there’s no doubt, it’s authoritarian with an elitist bureaucracy. The Cuban people however, are refreshingly decent and honest, compared with the rest of the Caribbean. They are also the best educated of the latin American nations.I find it interesting, for example, that the infant mortality rate in Cuba is lower than that of the United States.There is a whole debate and discussion required, insofar as the Cuban experience is concerned.
